Very valid argument. On the other hand the countries should be extending a hand to bridge the gap and integrate these "ex-pats" since many countries are competing to attract said talent. The simplest way is to provide language courses.

From my own experience in Italy, I had the Italian official responsible for language courses yell at me for speaking English to him. And I quote "We're in Italy, I don't have any obligation to speak English."

You offer Italian for foreigners guy, if I knew how to speak Italian I wouldn't be calling you.
