Italy already has property tax for non residents called IMU. If you are not a resident you pay I think 9% VAT more on the purchase and then get charged yearly IMU based on the catastral value. Getting residency for Non EU is very difficult in Italy but they did implement a digital nomad visa at the end of last year.
